Our verdict
Justworks is a US payroll and benefits company that added an employer of record later. The US side is the product you are actually buying.
Buyers often shortlist it on brand recognition from the US PEO market, then find that the employer-of-record product is the smaller and newer half of the business.
The awkward part is that Justworks will not tell you which countries its EOR covers. It publishes no country list and no entity register, while claiming it owns the employing company in every market it serves. That claim is unusually strong and entirely unverifiable from the website.
Justworks sells two products at very different stages of life. US payroll and benefits is the one it is known for. The international employer of record came later, and it is much the smaller half.
It runs the US side as a PEO, a professional employer organisation. Justworks becomes a co-employer of your staff, and that co-employment is what lets a twenty-person company buy health insurance, workers’ compensation and a 401(k) at the rates a large employer takes for granted.
A 401(k) is the US workplace retirement plan employees pay into from gross salary.
The US product is the polished one: a clean interface, prices published on one page, and G2 reviewers scoring it 4.6 out of 5, which is the figure Justworks displays on its own homepage.
There are no contracts and no setup fee either, so procurement does not drag on for weeks the way an ADP or Paychex conversation does.
Justworks publishes no total customer count. The only figure it gives is on its international page: more than 1,000 small businesses using it for global teams.
The international side arrived by acquisition. Justworks bought Via, reported in September 2023, and launched its own EOR afterwards, into a market where Deel and Remote had years of head start. Its company timeline mentions neither, so treat that history as press reporting.
The EOR costs $599 per employee per month. Justworks does not publish the list of countries that price buys you, and that silence runs through the rest of this review.
What is Justworks and how does the PEO plus EOR model work?
The two halves put Justworks in a different legal position. On the US side it co-employs your team alongside you, so you stay an employer of your own staff. Abroad it becomes the employer outright, and you become its client.
US PEO services. Co-employment is what buys a small team large-group rates on health insurance, 401(k) plans, workers’ compensation, life cover and disability cover. This has been the core product since 2012, and it is the mature one.
International EOR services. Justworks becomes the legal employer abroad and runs the localised contract, the payroll, the statutory filings and the compliance behind them. It says it owns the employing company in every market it serves, and it does not publish which markets those are.
Contractor payments. A separate line at $8 per US contractor per month and $39 per international contractor per month, across 60+ countries, with self-service onboarding.
International contractors choose local currency or US dollars, and dollars can land in a Wise or Payoneer virtual wallet or a US bank account. Identity checks run through Persona, the know-your-customer step that proves a payee is the person they claim to be.
Justworks publishes no target-customer profile. The shape of the product points at US small businesses that want carrier rates they cannot negotiate alone, with international hiring as an occasional extra.
How does Justworks onboarding work for US PEO and international EOR?
US PEO setup runs 2-3 weeks. You complete the application documentation, choose benefit plans, and Justworks handles the co-employment paperwork. No implementation consultant is involved.
International EOR setup is slower. We estimate 2-4 weeks, because Justworks publishes no timeline of its own. It covers the localised contract, the compliance documentation and the benefits setup in country.
Deposit requirements are not publicly disclosed either. EOR clients get a named support manager reachable by email and Slack.
The number to insist on before you commit is the onboarding timeline per country, in calendar days. An average across your countries tells you nothing about the slow one, and the slow one is the hire whose start date you have already promised.

The platform covers payroll, benefits, tax filing and compliance. Advanced HR automation sits outside what it is built to do.
Payroll and tax: automated processing across every US state, with federal and state filing. Employees get self-service access to their pay stubs and tax documents.
Benefits administration: health insurance with carrier integration and a 401(k) run through Vanguard, plus HSA and FSA accounts, workers’ compensation claims, life cover and disability coordination. US PEO plans run on national carriers such as Aetna and UnitedHealthcare, which is what buys a small team the large-group rate.
On the EOR side benefits are localised instead. A UK employee gets supplementary private medical and dental cover through Bupa on top of the NHS.
Self-service and reporting: web and mobile access for pay stubs, PTO and benefits enrolment, standard payroll and benefits utilisation reports, and CSV export for Finance.
Integrations: API access, accounting through QuickBooks and Xero, some HR-system connectors, and a directory covering IT and performance tools. Narrower than Rippling or BambooHR. Three things this review once listed as gaps are live products, so check them yourself before you rule Justworks out on an old comparison table. Applicant tracking is a Justworks product with its own page and a row in the pricing feature table.
Analytics launched in March 2026. Justworks calls it “available in beta at no additional cost” to all customers, which is a fair qualifier.
Performance management and device management arrive through the integrations directory, which carries categories for both, including Electric and allwhere on the IT side.
The one real gap is immigration. We swept Justworks’ whole sitemap and found no visa or immigration service, so sponsoring a work permit alongside a hire means a second vendor and a second bill.
What does Justworks pricing actually cost across PEO and EOR tiers?
$79 to $124 per US employee per month on PEO, and $599 per international employee on EOR. Justworks publishes all of it on one page, with no annual toggle and no implementation fee, both stated on its pricing page.
That is among the clearest rate cards in this market.
The catches are plan-tier gating on the US side and, internationally, a country list Justworks keeps to itself. We re-checked every figure below at source on 3 August 2026.

What the headline price leaves out
The $599 buys a country list Justworks will not print. Deel publishes 130+ and Remote publishes 90+. Justworks publishes no count at all, and its EOR FAQ sends you to its hiring guides to work it out for yourself.
That leaves the $599 comparable with Deel’s $599 on paper only. The section below sets out the ownership claim sitting behind it, and the question to put to Justworks before you build a hiring plan on it.
Start your budget at PEO Basic, $79. The $8 plus $50 Payroll plan runs wages and files taxes, and stops short of the HR and benefits depth most buyers come here for. Most teams that choose Justworks land on PEO Basic at $79 or PEO Plus at $124.
No volume pricing is published at any headcount. Justworks lists one flat per-employee rate per plan, with no volume tiers and no annual-billing discount. It does not say whether it discounts at scale, so ask if you are bringing fifty or more people, and expect no published threshold to hold them to it.
Justworks makes no foreign-exchange promise on EOR. We previously said it did, and we were wrong. The nearest thing on its site is a company value about never charging hidden fees, which says nothing about exchange rates.
The $39 contractor fee hides a currency cost. Justworks bills it only in the months you actually pay someone, so it undercuts most rivals if your contractors invoice irregularly.
On currency its own wording is narrow. Fees vary by currency and payment method, and paying in US dollars by ACH into a virtual wallet or a US bank account carries no exchange forward rate.
Read that the other way round. Pay someone in their own currency and Justworks converts with a margin folded into the rate, and it does not publish the size of that margin.
So budget something on top of the $39 for anyone paid in euros or rupees, and use dollar payouts where the contractor will take them.
Before you sign, ask Justworks to confirm in writing:
01. That Justworks supports EOR in each of your target countries today, and the registered name of the company that will employ each person.
02. The onboarding timeline in each of those countries, in calendar days.
03. Which PEO plan tier covers the HR, compliance and benefits features you actually need.
04. Whether any discount exists at your headcount, and how renewal pricing is treated. Justworks publishes no threshold.
05. Whether health insurance broker fees are bundled in PEO Plus or billed separately.
06. Notice period, final pay, and any data-portability or asset-transfer provisions on offboarding.

Justworks will not tell you how many countries its EOR covers, and that is the first thing to press on. It publishes no country count and no entity register.
What it does say, in three places on its own site, is that it owns and operates the employing company in every market it works in. Its wording: “Work directly with our team in every country, no third-party providers.”
That is an unusually strong claim, and an unverifiable one, because Justworks names no subsidiary in any country anywhere. Deel makes a comparable ownership claim and at least attaches a country count to it.
We used to publish a list of eleven owned-entity countries and a figure of ninety-plus partner markets. Neither appears anywhere on justworks.com, and the partner half is contradicted by the wording above. Both are gone.
The nearest thing to a coverage list is the Global Hiring Guides, which run to 39 countries counted from Justworks’ own sitemap on 3 August 2026.
They cover Australia, Brazil, Canada, Chile, Colombia, Costa Rica, Croatia, Cyprus, Denmark, Estonia, Finland, France, Germany, Greece, India, Ireland, Israel, Italy, Kenya, Latvia, Malaysia, Mexico, the Netherlands, New Zealand, Nigeria, Panama, Peru, the Philippines, Poland, Portugal, Puerto Rico, Romania, Singapore, South Africa, Spain, Sweden, Turkey, the UK and Uruguay.
A marketing guide is not a commitment to employ anyone. Justworks says only that the guides are where to look, so read that list as the shape of the offer and confirm the countries you need.
Note what it does contain: Australia, India, Malaysia, New Zealand, the Philippines and Singapore. We previously told readers Justworks had no owned presence anywhere in Asia-Pacific. That was our inference, never a Justworks statement, and the guides do not support it.
Data residency and UK IR35. Justworks is US-based and says data from users outside the US is processed in the US and wherever its vendors sit. It relies on Standard Contractual Clauses, the EU-approved contract wording that makes such transfers lawful, to cover that.
Your data team will want to read those clauses against your own rules before taking the mention as reassurance.
One UK upside. IR35 is the rule that decides whether someone billing you as a contractor is really working as an employee, and therefore who owes the tax. Because Justworks is the legal employer for its EOR hires, that question does not arise for them the way it would for a contractor you engaged yourself.
So ask for the registered legal name and company number of the entity that will sign your employee’s contract, in each country you care about, before you sign anything. If Justworks owns entities everywhere it operates, that is a one-email answer. If the reply is vague, keep Deel and Remote on the shortlist.
What do Justworks users praise and complain about?
G2 reviewers rate Justworks 4.6 out of 5, a score Justworks displays on its own homepage. What they praise most is benefits access: one review puts it as finally having benefits that compete with big companies. Interface simplicity and no-contract flexibility come up repeatedly alongside it.
Trustpilot tells a different story, on a review count low enough that we do not print the score. Late employee payments and slow issue resolution recur. When a contractor abroad does not get paid on time, you get the message.
Users also find the international EOR less polished than the US PEO, with longer resolution times on overseas issues. A handful of reviews describe stalled onboarding leaving new hires unpaid for weeks, so build a buffer into your first pay cycle and confirm each step has completed.
Surprise health premiums come up repeatedly too. Reviewers describe an insurance bill above the estimate they were given, and Justworks publishes no premium range, so the size of that gap depends entirely on the quote you get.
On company size, the reviews are all we have to go on. Several reviewers describe it getting less flexible as they grow past a hundred people, and benefits arrive bundled with little benchmarking built in.
Reporting is the area to test rather than assume. Justworks shipped an analytics product in 2026 and still calls it beta, so ask to see it against your actual reporting list.
Should you choose Justworks over Deel, Remote.com, or Gusto?
vs Deel: Deel employs people through its own entities in 130+ countries at $599 per employee per month, the same headline as Justworks. It also sells global payroll, immigration support, device management and a much wider HR platform.
Choose Deel when international hiring is the primary problem, and Justworks when US PEO benefits drive the decision.
vs Remote: Remote charges $699 per employee per month across 90+ countries, with its own entities in main markets and vetted partners elsewhere. It is dearer, and it tells you which model applies where. Choose Remote when you want a verifiable legal employer in Europe.
vs Gusto: Gusto undercuts Justworks slightly on the payroll tier and offers benefits brokerage without PEO co-employment, so the large-group rates do not come with it. Gusto blocks automated checks, so take its current tiers from our Gusto cost breakdown rather than from a figure quoted here.

How did we evaluate Justworks?
WhichPayroll is an independent comparison site. We do not sell EOR, payroll or contractor services. We may earn a commission from provider links, and it does not affect editorial judgement.
We re-checked every price on justworks.com at source on 3 August 2026 with redirects disabled, then counted its hiring guides from its own sitemap. The PEO prices render client-side, so that check needed a browser.
We also read its G2 and Trustpilot reviews. Justworks publishes the 4.6 G2 score but no review count, so we do not print one.
We removed several figures we could not trace to Justworks: a customer count, a funding total, a health-premium range, a customer-size profile, and a list of eleven owned-entity countries that appears nowhere on its site.
Justworks was not tested as a live product. What we say about onboarding and day-to-day experience comes from published review patterns, so weigh it against a demo you run yourself.
Justworks final verdict: is the PEO plus EOR combination worth it?
Buy Justworks for the US half. The PEO product is mature and well-reviewed, and it is genuinely valuable to a company that cannot negotiate large-group rates on its own. Your recruiter can finally compete on benefits.
The international EOR is younger than the platforms built international-first, and what will trouble your legal team is disclosure. Deel and Remote both name their country counts and their entity models. Justworks names neither.
Where it works: a 30-person US software company on PEO Plus that hires a designer in Mexico City and an engineer in Lisbon. Both countries have Justworks hiring guides, the team stays on one platform, and HR is not running parallel benefits systems for two people. At that volume $599 a head is acceptable overhead.
Where a pure-play EOR wins: a startup hiring eight engineers across three countries, where you need to know before you sign which legal entity employs each one and what happens if a contract is challenged.
Hold the alternatives to the same standard. Our own Deel review tells buyers to ask Deel for the employing entity’s legal name and registration number, because Deel does not publish it either.
Volume thresholds are unpublished at Deel and Remote as well, so do not choose on an assumption that they will discount and Justworks will not.

The recommendation: choose Justworks when your workforce is primarily US-based and you need PEO benefits access, with international hiring in single figures and your countries confirmed in writing.
